Do they want to keep you from urinating?
Maybe they want you to urinate but only in short bursts?
Even worse, this could be a threat as to what could happen to violators of the urinating rule.

I think it’s the international “Don’t Rain on my Parade” sign. It’s a little obscure but depicts the parable of the shoeless blind one-armed yokel who thoughtlessly urinated on the ribbon during a ribbon cutting ceremony, probably because he didn’t use his ear to listen carefully for whether there was actually a parade going past that day.
Either that or it’s an instruction to urinate on any giant scissors in the vicinity. Were there any giant scissors in the vicinity?
